The Romania Government Scholarship 2026 is a fully funded study opportunity offered by the Ministry of Foreign Affairs. This program supports international students from non-EU countries who want to study in Romania. Every year, the Romanian Government selects students with strong academic results. Applications will open on 16 February 2026 and close on 31 March 2026 through the official Study in Romania platform.

This fully funded scholarship allows students to apply for Bachelor’s, Master’s, and PhD degrees at accredited universities in Romania. However, the fields of Medicine, Dental Medicine, and Pharmacy are not included. For Bachelor’s and Master’s programs, studies are taught in Romanian. If a student does not know Romanian, the government offers a free preparatory year to learn the language. PhD students may choose to study in Romanian or another language approved by the doctoral school.

This scholarship covers tuition fees, a monthly stipend, and accommodation in student dormitories (within available places). In addition, students do not pay application or registration fees. This support helps international students focus on their studies without financial pressure. The results are expected around 15 July 2026, and selected candidates will then apply for a long-stay study visa to begin their study in Romania on scholarship.

Benefits of Romania Government Scholarship 2024:

  • The scholars will not have to pay any registration fees or any other application fee which is required for the testing of Romanian language skills, any specific aptitude test, or the admission fee to contest for Doctoral studies.
  • The students will learn the Romanian Language for a year for free, which means that the Romanian language preparatory course tuition fee will be covered (if required).
  • The tuition fee for the actual course will be covered.
  • A monthly financial stipend will be given to the students according to Romanian legislation in force.
  • The accommodation expenses in student dormitories will be financed within the allocated subsidy (subject to availability).

Eligibility Criteria of Romania Government Scholarship 2026:

  • All non-EU students can apply.
  • The students must have good academic results (minimum average of 7 or “Good” according to the grading system).
  • The students who already have another Romanian state scholarship for the same study cycle cannot apply.
  • The students for Bachelor and Master programs will study in Romanian, and if they do not speak Romanian, a yearlong Romanian preparatory course will be granted.
  • The PhD students have the choice to continue either in Romanian language or in a foreign language set by the doctoral school.
  • The PhD students have to obtain the written agreement of a Doctoral Tutor and pass the admission interview.
  • The citizens who have requested protection in Romania or have acquired protection in Romania cannot apply.
  • The members of the administrative staff and the technical staff of diplomatic missions and consular offices accredited to Romania cannot apply.
  • Staff members of international organizations based in Romania or their family members cannot apply.
  • All the stateless persons whose stay in Romanian territory is officially recognized by law are ineligible.

  • Click on “Apply for MFA Scholarships.”
  • Create your account using your email address.
  • Fill in the online form with your personal details, education history, and the study program you want to choose.
  • Upload your required documents in PDF format. Each document must be scanned separately from the original.
  • Make sure your documents are clear and properly translated or authenticated if required.
  • Carefully check your full application before submitting.
  • Submit your application online before 31 March 2026.
  • After submitting, you will receive a confirmation message and an email.
  • Remember, applications sent by email or post will not be accepted.
  • You can submit only one application, and you cannot edit it after submission.

  • Copies of transcripts of completed studies, and their authorized translation into English, French, Spanish, or Romanian (if applicable).
  • Copy of the birth certificate (or equivalent document), and its authorized translation into English, French, Spanish, or Romanian (if applicable).
  • Copy of the first three pages of the valid passport.
  • Curriculum Vitae (CV) in English, French, or Romanian.
  • For PhD applicants: A letter of intent including the detailed research proposal and list of scientific works, and the written agreement of a Doctoral Tutor. Both documents must be written in English, French, or Romanian.
  • Copy of proof of name change (if applicable), and its authorized translation.
  • Copy of certificate proving passing of the final exam (if diploma has not yet been issued), and its authorized translation (if applicable).
  • Copy of certificate of completion of the Romanian language preparatory year or proof of Romanian language competence (if applicable).
  • Copy of notarized parental consent for candidates under 18 years old, and its authorized translation (if applicable).
