The Azerbaijan Government Scholarship 2026–2027, officially known as the Heydar Aliyev International Education Grant Program, is a fully funded scholarship opportunity for international students. Benefits of the Azerbaijan Government Scholarship Program 2025-2026:
- Tuition fees and language preparatory courses will be covered for the duration of the program.
- An international economy class round-trip flight ticket to and from Azerbaijan will be provided once per year.
- A monthly allowance of 800 AZN (470 USD) will be provided for 10 months each year (except July and August) to cover accommodation, daily expenses, and educational materials.
- A yearly medical insurance allowance of 200 AZN (117 USD) will be provided.
- A single-entry visa to Azerbaijan will be included.
- A temporary residence permit for each academic year will be provided.
Eligibility Criteria for Azerbaijan Government Scholarship Program 2025-2026:
- Citizens of the Republic of Azerbaijan are not eligible to apply.
- Individuals whose Azerbaijani citizenship has been terminated are also not eligible.
- For undergraduate and general medicine programs, applicants must be below 35 years of age as of 15 September 2026.
- For master’s and medical residency programs, applicants must be below 40 years of age as of 15 September 2026.
- For doctoral (PhD) programs, applicants must be below 45 years of age as of 15 September 2026.
- Applicants must be officially nominated by the relevant government authorities (Ministries, Embassies, or state bodies) of eligible countries.
- Candidates with dual nationality may submit only one application under one eligible nationality.
- Applicants must have a minimum academic performance of 70% (or equivalent GPA) in their previous degree.
- Candidates must submit a valid medical certificate confirming they are in good health for travel and study, including HIV/AIDS and Hepatitis B and C test results.
- Applicants must meet the language requirements of the chosen program (English, Russian, Turkish, or Azerbaijani, as applicable).

How to apply for the Azerbaijan Scholarship Program 2025-2026
- First, applicants must submit all required documents to the relevant government authority in their country (such as a ministry or embassy).
- The deadline for submission to your country’s government authority is April 15, 2026 at 6 PM (Baku time).
- Only nominated candidates will move to the second stage and apply online through the Study in Azerbaijan Centralized Admission Service (SIACAS) portal: portal.edu.az.
- The online application window will be open from May 18 to June 1, 2026 (until 6 PM Baku time).
- After logging in, applicants must select the “Heydar Aliyev – International Education Grant” option as their admission channel.
- Applicants can choose up to three different programs at various participating Azerbaijani universities.
- Candidates will receive updates and notifications about their application status directly in their SIACAS portal account.
- Applicants must apply using only one nationality as officially nominated by their government authority.

- Completed nomination form (for the first stage of the application process).
- Copies of diplomas and transcripts (academic performance must not be less than 70% or 7/10, or equivalent).
- Medical certificate issued within the last three months, including HIV/AIDS and Hepatitis B and C test results, confirming the applicant is in good health for travel and study.
- A valid passport copy showing identification information.
- Updated CV or résumé.
